Its gigabytes dynamic energy saver app. It automatically throttles your cpus power down during inactivity. Its had probs but current build is stable. If you want to use you should flash bios to f10 and d/l latest version of gigabytes DESA, both directly from gigabytes site. If you don't have a gigabyte motherboard then its probably malware.
